These are your Good Neighbors who ignore litter on their property in violation City of Mobile Municipal Code which is not being enforced. Some of the litter from your Good Neighbor properties ends up polluting Mobile's waterways. Some of the litter from your Good Neighbor properties ends up polluting Mobile's waterways. I checked out some of the usual Ugly places in Mobile and there has been no change. We have the technology to put remote control Rovers on Mars, Man on the Moon, and to take photos from Space with so much detail it is unbelievable, but we don't have the sense to use any of that technology to put 24 hour video cameras in a few choice locations to capture video evidence of who is trashing Mobile. There are no painful punishments to deter breaking laws. So, society will continue to do whatever they want because there is no room left in the prisons. Too bad State Conservation officials won't put up some signs that say, "Keep the fishing area free of litter or it will be closed." Wouldn't want to offend the pigs that pay for those fishing licenses.
Welcome tourists, to Battleship Parkway, also known as the Bay of Pigs. Theodore Industrial Canal (TIC) is mostly outside of the City limits so it falls under the County jurisdiction.
The Mobile County Commission recently petitioned ADEM to down grade their storm water system permit so they do not have to do as much paperwork as the City of Mobile when it comes to Storm Water Management. The Good Neighbor businesses along the Theodore Industrial Canal like so many other businesses in the City of Mobile don't bother to keep their shoreline clean. City and County codes require properties to be free of litter. Ownership of land comes with a responsibility to keep it clean. We have a lot of sorry ass land owners in Mobile. I've seen a lot of plastic bottles while kayaking over the years. An interesting note is not once have I seen a plastic bottle that had begun to deteriorate yet. That reminds me of the 1955 Millionaire Line Tupperware container still in use in my kitchen. It is 58 years old and shows no sign of deteriorating. Just think, the people living in the next century will get to enjoy seeing all these plastic bottles lining the waterways today. I would imagine based on the City and County policy to ignore waterway litter that a century from now the density of plastic lining Mobile waterways will be unbelievable. MS4 = Municipal Separate Storm Sewer System. Also known as the City's storm water system that comprises of drainage pipes under roads and driveways, concrete drainage ditches, weir structures, drainage inlets and more.
The City also has sewer and water pipe systems. City residents pay monthly to be able to use water and sewer services the City provides. However, residents do not pay for the storm water system service the City provides. Why not? Last I heard the City of Mobile had over 10,000 storm drainage structures. To keep the MS4 (Storm Drainage System) in good working condition requires that the drainage structures be checked frequently, and cleaned or repaired if necessary. 18-Wheelers are notorious for crushing them. Metal thieves are notorious for stealing manhole covers. Construction Sites are notorious for filling up the storm water ditches and pipes with dirt. If the City has one crew checking, cleaning, and repairing the storm drainage structures just once a month, that means the crew has to check, clean and repair if necessary, 58 structures per hour. Hahaha. Impossible to do. And to think, the City does not charge residents to keep the City storm water drainage system in good working condition. No wonder why the City of Mobile's Separate Storm Sewer System is crippled by broken inlets, pipe flow reduced in half by sediment, and inlets clogged with dirt and trash. Because the City of Mobile's storm water system is in such deplorable condition, it contributes greatly to the pollution of Mobile's precious waterways. ADEM is fining Mobile because of MS4 issues. If lack of money to pay for enough City storm water maintenance crews is the reason for all the broken, clogged, and trashed storm drains to be ignored, it might be time for the City Council to enact a storm water sewer tax so the City can hire more crews. Mobile's storm water inlets need to be kept in good working condition and they are certainly not being maintained properly. Some dumb Bell should be fired. Mayor Sam Jones has everything under control. If you want 4 more years of flooding streets, vote him back in. The City of Mobile and Mobile Group recently started distributing a brochure called Storm Water Management Educational Series. The above photo says that one cause of Storm Water Pollution is putting grass clippings onto streets or into storm drains.
As I drove down Rangeline Road today, what do I see? Grass clippings on the road and in the storm water ditches. So, my taxpayer money was just spent telling me not to do what the State of Alabama does on a large scale? I'm confused. Does John Bell ever communicate with the Alabama Department of Transportation to let them know their grass clippings is causing Storm Water Pollution in Mobile? Oh, and today was trash pick up on the South Side. You know what that means. John Bell and his magnificent trash pick up crew literally trash our roadsides because they do not pick up trash that spills during pick up. Oh, and to compound John Bell's department sorry ass service, then the State of Alabama runs their mowers over the trash to shred it in a thousand pieces making it hard for volunteers to pick up and easy to be flushed into our waterways which are becoming seriously impaired by trash because City of Mobile public services director John Bell doesn't clean up trash from the waterways. Yeah Sam Jones - you have everything under control in Mobile... You da Man. If you get re-elected, I'm moving because I can't take four more years of your leadershp and John Bell's piss poor public service. City of Mobile Municipal Code, Chapter 25 (Garbage, Litter and Lot Maintenance). Section 25-36 (Areas Surrounding Commercial Premises). It shall be the duty of every occupant of any commercial premises in the city limits to keep the adjacent and surrounding area clear and free of litter.
Section 25-32 (Enforcement Procedures). (a) A city police officer may choose to cite for a violation of this article. (b) A city litter enforcement officer may issue a municipal offense ticket. Section 25-38 (Sidewalks and Rights-of-Way). It shall be a violation of this article for any owner or occupant whose property abuts city right-of-way to fail to keep any sidewalks and city right-of-way between the street and their property line mowed and free of litter, trash and junk. Obviously many good neighbor property owners are choosing NOT to remove litter from their Right-of-Ways. Obviously Mobile City Police and City Litter Enforcement officers are choosing NOT to enforce City Litter Code. There are no decent grocery stores, no decent clothing stores, no movie theaters, no putt-putt golf, no touristy shops by the waterfront, no arts and crafts stores, no kayak and canoe rentals - not much of anything to currently draw people to the South Side. No doubt that lack of affordable insurance and crippling construction requirements for low lying areas plays a significant a role in keeping businesses away. The DIP peninsula is south of both the Interstate and the Railroad so getting insurance is tough. It'll be interesting to see what Airbus does when their facility is flooded or blows away in a hurricane.
We know there is no shopping lure on the South Side, but there is plenty of scenery to lure people to the area. What is missing is the wide sidewalk or multi-use trail to bring in the visitors to enjoy the scenery. If you provide multi-use trails, the people will use them.
